PS3 Region
 
Is the PS3 region free? I live in Region 4 and the DVDs of the movies I like always are low in quality and/or special features

No, the PS3 is not region free for DVDs and Blu-Rays. Only video games. You'd need to jailbreak it to freely change your region.
