A friend's husband remembers seeing a movie with this still shot in it when he was a kid, and being terrified. Someone suggested it might be the 1956 movie 1984, but he says no, it's not that.
SO I offered to come here and ask, knowing someone here could probably answer it easily.
What say you?
P.S. "When he was a kid" means it's at least from the '60s or earlier.
