So for a song to be eligible, it's first official release has to be in the specific year? Just asking cause I have a song released in 1991 that was recorded in the early 60s but never released.

Yes, first release has to be in the specified year.
Sometimes, song of 1990 LP is released as a single in 1989. Such tunes should not be considered. This is the case with Depeche Mode's Personal Jesus.
