I saw a horror flick a few years ago that a friend of mine picked up as he often would, most of the horror ones were shetty of course but that's to be expected, this one was surprisingly good but I can't remember the name after combing some google sites which should have been able to produce it, there was a mother and a child and their apartment was flooded, on the roof there was a basin or water tower or whatever and there was at least one scene there, it was almost certainly made after 2000, it was a ghost story as I recall. That should be sufficient for you aficionados out there, now get to it.
