Possibly 1960s or 1970s East-European cartoon

I don't know if it was a film or a series but I'm almost certain it was meant for children.
I found it quite creepy and atmospheric, especially because of the villain, sort of a conman like the one in Pinocchio.
He kinda looks like this (from what I remember)

Nothing about the plot I can describe, it looked like a fairytale and maybe it was a Russian fairy tale.

So you are looking for a cartoon that might have been 60s or 70s, might have been Eastern European, might have been a film or a series, might have been for children. It had a villain that looked a bit like the picture. It might have been a Russian Fairy tale. And you can't remember anything about the plot.
Not much to go on, frankly.
In the days of the Soviet Union, there were a lot of Soviet/Russian cartoons for children that illustrated moral points, from a rather Marxist perspective. These often did not have words in them so they could be enjoyed by an audience no matter what their language.



Maybe Don Pedro from "Przygody Baltazara Gąbki" ? But it is Polish animated series.
