Movie where a group of car thieves steals a Ferrari

Hello everyone, this is my first post!

I've searched all over Google, but I couldn't find anything, so I’m giving it a shot here. I’m looking for a movie from the 90s or early 2000s.

It’s a car-themed film where the main character gets involved with a group or gang of car enthusiasts. There’s a girl in the story whose father is a police officer, and she’s dating the leader of the group. She has blonde hair styled in braids and slicked back.

This group goes on nighttime outings and ends up on the radar of the police (including the girl’s father). I vaguely remember a scene at the girl’s father's house where he talks about “runners” with the main character and the girl.

Later in the movie, they steal a Ferrari (I think it’s a 348 or a Testarossa). There’s also a young boy with a remote-controlled car. The girl also has a tuned car with pink neon lights.

My memories are very vague, so I apologize for the lack of detail. If this rings any bells, I’d love to know what movie this is. Thanks in advance!

Theres a pink car with pink neons driven by Suki in '2 fast 2 Furious'. Therese also a Ferrari stolen in 'Gone in 60 Seconds'. I suspect you've looked into both of these, but just in case you haven't.
