2000-2010ish Japanese or South Korean drama

(Actually I'm not entirely sure about any of the details in the headline)

So I just randomly happened to watch a scene I believe was from the end of the movie and it has stuck with me as something I'd probably enjoy watching from the beginning if only I could somehow ID it.

As far as I can remember from the scene there's a young man in suit pants and a white shirt standing outside a tall building holding an intense speech to people on the street. I believe he was holding a gun and from the intensity of the speech he had probably either recently done something really bad, planning to kill himself, start a revolt or something of the likes.

Probably a shot in the dark as this obviously isn't much to go by, however I still have some hope that someone recognize the scene, as from the capturing vibe and the overall production quality I can't imagine the movie to be all that obscure.

Live action, or animation? You are guessing the movie is Korean or Japanese, so I take it the young man and most of the folks in the crowd were East Asians? Or else why do you think it could be Korean or Japanese?

And was it dubbed or subtitled? Or was everyone just speaking English?

Live action, or animation?
Live action.

Yes. More particularly Japanese or Korean by what I can remember of the looks of things, people, the style and vibe. I could be wrong off course, as memories tend to be deceiving, but it was definitely East Asian.

Dokjeon (2018) contains Korean man in white suit, but I didn't watch. It will be tough to find...
Noted. I'll check it out. The character in the scene had a white shirt though.

I didn't see the years you suggested. I'll narrow my focus.
Well it's just a guess. It might be newer than 2010 but probably not older than 2000. All I know for sure is the last time I was in the house where I watched the scene was in 2017.
Pretty sure that's not the one. The Gun (2018) looks much closer, as the scene mentioned seemed to fit more closely into drama than straight up action. But 2018 is too late obviously.
