Question about plot point in The Siege

This could be a general thread, but my question is about the 1998 film The Siege.

Late in the film, Sharon (played by Anette Benning) confesses that she is pretty certain the terrorist cells are those she helped train, and subsequently connived with Samir to get them to the US under the guise of student visas. She had suspected this from the start, when she was asking for the wiring signatures on the blue paint bomb. Now this being the case, why had she not asked Samir for a list of the names whose visas he signed off? How could she simultaneously believe Samir was innocent and unable to help? It makes absolutely zero sense. It's irked me since I saw the film a few days ago.

The .. suggests he signed quite a few as his position as lecturer at a college. He didn't keep a list.
Thanks, though I'm afraid it doesn't convince me. This was a very specific scheme. The idea that you would just do it wily nily without knowing who you've let in is silly. You might be right that that's what they were going with.

Wish the movie hadn't got bogged down in that sub plot with the confusing Sharon character. The theme of freedom vs security got a pretty superficial treatment.
