It's cheesy fun. Bissell plays Professor Frankenstein who's supposedly a visiting lecturer here in the US on a visa. He also played the hypnotherapist who injects Michael Landon's character with a "secret sauce" serum in I Was a Teenage Werewolf. Both characters were real scumbags so he was sort of playing against type.
