Female Slasher/Murderer?

I found it!
To recap, I said it was a horror film with a low-budget feel to it and felt "punk-rock," and I said it was on a VHS tape that had some type of association with A Nightmare on Elm Street III (I can't remember if it was recorded over or if there was a trailer for Elm Street before the film). I said it was a murder involving a trash can / dumpster and that, right before that, was a grungy-looking woman with pierced nipples shown topless in her bedroom.
Well,
- The film was released in 1989 (2 years after Elm Street III).
- In the first four minutes of the film, a woman is shown in her bedroom topless. I described her as punk-rock / alt, which still fits, but, knowing what I do now, she is actually more of a grunge-rock aesthetic. (They also weren't pierced)
- The bedroom scene is followed by her immediate death. She is killed by another woman. This is important, too, because, in my head, it was always remembered as her being the killer. She wasn't. She's the victim.
The most beautiful thing about all of this is that the film it ended up being is the sequel to a film I have referenced for decades with my friends. (The same friends who have also been snooping around trying to find this film with me.) There is a scene at the end of the first film we would always reference to one another:
"Angela's the killer!"
followed by a big, cheesy, over-the-top surprised face. So, being able to say that now, nearly a decade and a half later, and it being me answering that lifelong question is poetic.
