There are two protagonists. A 13-17 year old boy and a male cop.

A gang of criminals try to kill the cop by setting fire to a warehouse while he's inside but he escapes.

The boy gets kidnapped and he secretly calls this cop on a bulky, old cellphone (maybe it has an antenna) from the backseat of a car.

He hits '7' repeatedly to quietly signal the cop that they are passing a
store (t-shirts store?) that has '7' in its name.

His actions are discovered later but he escapes in the end.

The cop and the boy talk multiple times via the phone and the cop doesn’t like him much at the start but they warm up to each other.
